A small Zarth trading outpost. Home to outcasts, oppertunists, and calling port for the Woe. Has a fair trade in slaves and stolen humans.
The Idea
This is a flying market supported mainly by soarium. It rests on low-lying Solid-clouds, hopping from one to the other as weather and opportunity permits. This makes it more a fleet than a city. The buildings could be strapped together, or hanging from ropes and stuff. Lots of rigging, cages, tarps?
